MCA Consultation on Yacht and PowerBoat Safety

The Maritime and Coastguard Agency Consultation on Yacht and PowerBoat Safety launched last month. Six draft Marine Guidance Notes entitled Yacht and Powerboat Safety at Sea have been issued for user consultation, which closes at midday on 18 July.

The main purpose of the proposed six new Marine Guidance Notes to be issued by the Maritime and Coastguard Agency (the MCA) is to reinforce to owners, managing agents and skippers what is good practice in terms of safety at sea, so as to reduce the risk of any accidents occurring as a result of not following the most acceptable standards of safety required. These new Marine Guidance Notes will apply equally to all, irrespective of whether the vessel concerned falls within the existing regulatory framework that applies within the UK.

The six draft Marine Guidance Notes (MGN) cover the following topics:
• Preparedness for non-coastal passages - good practice
• Maintenance, modifications, damage and repairs - good practice
• Rigs and rigging - good practice for inspection
• Grounding of fixed fin keel GRP yachts - good practice
• Emergency procedures, equipment and actions - good practice
• Stowage of life-saving appliances - good practice

The MCA is seeking views on:
1. Whether the draft notes contain guidance that is realistic to carry out in practice
2. If there is the right level of content in each MGN
